If he was gonna deny it, he would've done so already so he probably is rejoining.

Which means he still doesn't know because he would have just answered it rather than continually pushing it off.

complete guess, but my guess would be that chiodos is breaking up and is planning one last tour with Craig on vocals. It would be great if he was actually permanently rejoining the band for a new record, but, i don't see that happening with how busy he is with other projects now.

This is a much more respectable way for the man to garner the attention he craves than some of the stuff he's pulled in the past.
