Not always true. For example, some prefer Dragonair to Dragonite because of Shed Skin and the weakness advantage.

Right, but Haunter has no such advantage over Gengar. At least with Dragonair, there's some question as to which would be more useful. As far as Haunter/Gengar, it just isn't so.
