Seems a bit pointless really, seeing as the popular vote doesn't decide anything. They should give it 1 electoral vote or something, so at least there's a motivation to vote.

Are there many other territories like Guam, that don't have any electoral votes?

The popular vote indirectly decides things. In the overwhelming majority of the time, Electors vote with the popular vote.
