It would surprise me. As I said, the rights are scattered among Geffen/MCA, Drive-Thru, Epitaph and others. Of course another label could swoop in and save the day by licensing the songs off of those. I wouldn't hold my breath though.
NFG doesn't hold the rights to release them, even for free/pay-what-you-want I'm afraid. Unless they had some crazy contract with Geffen, where the rights reverted back to them after leaving the label. But since Geffen is still selling their old discography, I doubt it.
