I know how a mock draft itself works but I mean what else can we do, can we trade picks? Discuss who we're going to pick w/ others? etc.

picks can be traded, yes

but it needs to be in the current year only and needs to matchup to the pick value chart

Obviously I'd only pick current candidates but what does the value chart have to do with it? like if I pick someone at a position it would have to be the highest valued player?

for example the points have to add up in any draft pick trade...

Well they don't have to match up exactly. If a team has the 12th pick, but they don't have any glaring needs, they can take a small hit in points to get more picks.
