You'd certainly think so. Weren't they dating when he was a tv host and stuff and Ashlee wasn't really doing any music either? My guess was music was not really what brought them together. Also, I don't think Ashlee has ever been much of song writer or lyricist. Usually it's all provided to her. My guess is the major label told her there are "budgeting" constraints right now, but they found her talented people to work with. Basically telling her, you have a name that is popular and you still might have something left to tap into, but we are not going all in for it as there much higher priorities/better probabilities. Just my thoughts not being close to the situation at all.
